Microsoft Expression Encoder 4 with Service Pack 1?

Hello, I would like to know if this program Microsoft Expression Encoder 4 with Service Pack 1 allows you to record video and audio of what is on the screen and save it with the free version?

I don't really understand the description of the program on Microsoft's website:




Also, apparently one of the requirements for this is .NET Framework 4.0. If i go to Programs and Features, it says I have .NET Framework 1.1 .NET Framework 3.5 SP1 and .NET Framework 4.5.1, will this work or must I specifically install .NET Framework 4.0?

Also it says it requires Silverlight 4.0, I don't have Silverlight, will this matter?
