Is it a spam problem? You could go into control panel and checking if it is listed there, and try to uninstall it. You could also try to uninstall your web browser, then install it again.

IStart123.com is a browser toolbar/addon that redirects your browser to other websites and makes certain sites your default search engine. It's often downloaded and installed when you install other programs.

You could try removing it through the Control Panel: http://www.pcrisk.com/removal-guides/8058-istart123-com-redirect#a2

if that doesn't work, you may want to try ADWCleaner http://www.bleepingcomputer.com/download/adwcleaner/ and a full antivirus scan. Failing that, have the moderator move this to the Am I infected? forum.
