PC won't start up? I keep getting BSOD or the multi(0)disk(0)rdisk(0)partion....

message whenever I try safemode. When I try system recovery it goes to the bluescreen that says DRIVER_IRQL_NOT_LESS_OR_EQUAL and when I try to start it in safemode/safemode with command prompt/startup using last configuration it gives me the multi (0) disk (0) rdisk (0) partition(1) \WINDOWS\system32\DRIVERS message. 


I tried making a recovery CD using Artellos and whenever I try the chkdsk /r or chkdsk command it gives me an error that says stop: c0000139 entry point not found LdrSetMUICacheType not be located in ntdll.dll. I think the autochk.exe is missing or something because it won't run. Is there anything else I can do? Why isn't the ARCDC disk I made working?
