Internet speeds not what they should be

So we are paying for 6Mbps internet , and we only reach speeds of around .3 Mbps.  The ping is good but not the speeds.  We had the windstream people out to check it and they used some device i think called a hst?  Well anyways that said the internet is around 4.5 Mbps.  So why isn't this internet actually coming through?  They have tried 2 routers that didn't change anything.  They don't understand what is going on either.
