I use an app that shows what permissions the other apps on your phone have, like Basic Permissions, Access contact info, access media files, and act on your behalf. Under the category of "Act on your behalf" one item is "post on your behalf" which I don't allow. One I see now is "Initiate a phone call without going thru the Dialer interface for user to confirm the call being placed".

So does this actually allow the app to make a phone call without you knowing?

On stackoverflow and other developer forums the way it's described is it's the opposite of calling without you knowing. At least thats how I read it. Especially if you read the suggestion by Terel @ the stackoverflow link below.
