Security Center Won't Start After ICE Infection

Hi all. This is my first posting here hopefully you might be able to point me in the right direction....I helped a friend get rid of a nasty FBI ICE infection on his Vista machine and now I get an error that the Security Center is not started. Try to start and I get an error that the security center can't be started. I have tried starting the service but get error #1068 -The dependency service or group failed to start. Does anyone have any ideas how to fix this? Thanks for looking.

Microsoft has a Fix it you can try

Scroll down  to the Resolution section and expand it if necessary. click the Fix it button

Boy you would think English wasn't my native language the way my grammer is flying around here. Trying to deal with walk in customers and the phone as well!

If anyone is still looking at this thread....I guess my main concern/question is this:

If the Security Center service won't turn on does that mean Windows Firewall isn't running even though it shows as it is in the Control Panel?

Does the SC service Need to be running for the firewall to work?
