Proxy server isn't responding

I am running windows 7 on an hp laptop.  Every time I try to access the internet I get the proxy server is not responding.  When I check the details it saying something about unable to access port "world wide web".


I have tried going to options in tools/internet explorer and unchecking proxy (which is always checked) and check get settings automatically.  It will IMMEDIATELY return back to the proxy server being checked again. 


I have run malware bytes, system care, avg antivirus, adaware, spybot search and destroy.  I know it is probably some sort of malware.  I have tried everything and I am sure it is a simple fix but I just can't find it :(.  Please help!!!!  It's been two weeks.  This little acer is hard to type on.

Try this tool ... http://www.bleepingcomputer.com/download/windows-repair-all-in-one/ .

You will need access to a PC to DL this of course. Copy it to removable media and sneaker-net it to the PC in question and run it.
