Friend's Internet Browser Problem

Hello my friend was trying to use his Chrome/IE browser, and he encountered a problem. Every time he goes to a Website like YouTube or Google, he gets an error saying "Proxy Not Responding". He tried checking for viruses, but nothing showed up on the AVG Free Anti-Virus. He also tried disabling the proxy on his computer, but it kept enableing over and over again. Please Help

Has he tried putting all of the browser settings back to their defaults.

 

In google chrome if he goes to settings> Advanced settings and then scroll to the bottom there is an option to restore to defaults.
