Hi I have exactly the same problem and I cant use the Internet please help :(

Please download MiniToolBox  , save it to your desktop and run it.
 
Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.
 
Also...please Publish a Snapshot using Speccy - http://www.bleepingcomputer.com/forums/topic323892.html/page__p__1797792#entry1797792 , taking care to post the link of the snapshot in your next post.

Thank you so much for the reply but i cant download anything as I cannot use the Internet at all
It just says "we are sorry but the web pagw you have tried to visit could not be checked by the web filter"
I dont understand why this has happened it was fine literally 2 days ago.

Are you using Firefox? Indications are you have to reset Firefox. Maybe try another browser. I don't use Firefox. Maybe someone who is more experienced with it can help.

You can download on any other system...burn the files to CD/DVD...then install them on your system.  The files can be downloaded on any system...doesn't take a lot of time to do such.  The downloaded files must be installed on your system.

I dont have firefox but thanks anyways
Im not even sure if I can run it because im using the "learner" user account because no one knows what the "parent" password is as it was created many years ago so on this laptop I am unable to download anything nor delete netintelligence

It also says " the mosy t likely cause of this problem is your web filter does not have valid settings yet"
How do I ensure that I do have valid settings?
I just need to be able to use the Internet :(

And yes I have tried thru safe mode but its no good
