pc cant shut down after installing a new program

hello beloved forum,

 

im not in my home now so i dont have internet,and i bought the 3g wifi modem with the sim card to use for one month,

the deal is that after installing the modem drivers and its program my pc cant shutdown.so im shuting it down by pressing the button and you know after it asks for start windows normaly or safe mode.the point is that i uninstalled and installed again the program but still i cant shutdown the pc.

 

p.s the sim card that i bought is for one month and allows only 2gb downloads,is there any program that manages the amount of my downloads,so that i wont be surprised and my internet will be blocked.

Have you tried typing "shutdown -s" in command line and seeing if that works?

i found a solution for now,when i take of the modem from the pc i cant turn it off(the pc)

when i let the modem connected i can shut it down.

For your question about measuring the amount you download, you might find this article of interest. I can't speak for how well each works because I have an unlimited connection. The article is a little dated - 2012 0 but much is still relevant.
