Can't open a blank DVD

My computer won't let me open a blank DVD (A new one) It say "Can't read from the dish in drive D) and it won't let me format it. I will then put the blank DVD in my 2nd computer and it ask "Flash drive or DVD" and I say DVD and I will put something on it and my other computer still can't read it but it can read all other DVD's.

The optical drive in PC#1 has probably failed. Get a new one.

I'm wondering why it can read all other DVD's but not a blank one that I put something on it from another computer?
