My computer won't allow me to access 'Add/remove programs'

Every time I try to open 'Add or remove programs' , a text labelled 'rundll32.exe' comes up instead , and it also happened with ALL my other programs, such as Itunes, ms paint...etc.... PLEASE PLEASE HELP!!!!

                               it could also be a virus or melware please do a scan if you can.
