Resident evil 6 Vsync problems

Know I made a post about Resident Evil 6 problems but, I found something new so wanted to see if anybody had anything to say about this. When I play Resident Evil 6. I have skipping cutscenes. If I disable Vsync via Nvidia control panel the cutscenes run nice, but the game runs junky. If I enable the Control Panel Vsync instead, it's the exact opposite..Both at the same time (Ingame and CP Vysnc I mean).is not an option because it causes mass lag everywhere. So, anybody have an idea of what's causing this? Graphics: Nvidia GTX 645. CPU: i7 4770 8 core 3.4 ghz.

It's okay now..I wanted to ask something, does Steam updating do stuff to your games? xD Steam updated this morning and ever since then my problems are fixed.
