Resident Evil 6 issues?

This has been driving me nuts. Only 78 to 93% of my GPU will be used in the game, Fraps shows 60FPS unless I'm close to a Zombie shooting it the blood spatter seems to lower my FPS to 53-50's. The Cutscenes stutter not constantly but pretty frequently, Ingame settings are :Shadows: Low Textures:High Screen Quality High AA: None Vysnc off ingame on via Nvidia control panel(Ingame one won't work right.) Graphics are up to date, audio as well.  Resolution ingame is set to my native res, 1440x900. Cannot find a lower res that looks good to me. =/ 



Graphics: Nvidia Geforce GTX 645

CPU: i7-4770 3.4ghz 8 core.

Ram: 8GB

OS: Windows 7 Home Premium 64-bit.


Using the Steam version of the game.(Don't know if there is a different one.) any ideas?

Wanted to add by updating my Acer Monitor Driver via Windows 7(Go figure..) my GPU usage went to 99% in Chris' Campaign still only 90 in Leon's..Dunno what sense this makes.. How ever, the skipping in Cutscenes although very minimal now they are still visible? Quite frequently, small but still there. So, if anybody got an idea let me know. =P

i think that Windows 7 Ultimate 32-Bit is better than yours
