I am not sure why this is happening but in Internet Explorer are you running through a proxy server? Tools > Internet Options and under the connections tab click LAN settings.

Were you able to connect with Chrome before or was this a first time install of Chrome and it would not connect? If you are not running through a proxy then the only thing I can suggest is to reset Chrome unless the first time install of Chrome did not connect.

Do you have anything under Virtual Private Network Setting in the Connections tab of IE as shown below?

Yes was able to connect to chrome before. Been using it for about 3 months. No there is nothing in virtual privite network box. I can not reset chrome because the settings webpage will not come up also. I also reset chrome to an earlier version and that didn't work.

running win 7 home 64bit

Does the settings page come up if you type the following in the address bar and press enter?

chrome://settings/

Edit: Before doing any reset, backup your bookmarks

Nope. Its kind of odd the when I go to luanch chrome- the user account control pops-up and asks me if I want to allow the following program to make changes to this  computer. yes or no. No doesn't bring chrome window up. Yes brings chrome window up but no pages. all the other computer win 7 home or pro with chrome doesn't do that.
