WebSites I use CC or Personal identifying Information (PID) on not loading

(See quick follow up message - it seems to be finincial sites or ones associated with my business - that I can not get into)

 

I am not sure if I am infected, broken or slow.  These websites are up and functional, I checked them with:http://www.downforeveryoneorjustme.com/

Some examples of sites not loading for me:

Ebay.com

Liquidation.com

and

http://home.mcafee.com/virusinfo/virus-removal-tools?ctst=1 (STinger tool)

These sites either partially load or do not load at all.  Prior to 12 hours ago Ebay/Liquid worked 101% for me.  The computer does not seem "sluggish".  It is Win 7 64bit

 

The following Error I just received when trying to download "Stinger":

The connection has timed out

The server at www.mcafee.com is taking too long to respond.

    The site could be temporarily unavailable or too busy. Try again in a few moments.
    If you are unable to load any pages, check your computer's network connection.
    If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web.

I use Avast free version.  I have ran spybot, SuperantiSpyware (Critical and Quick - it removed 74 cookies)

Rk Kill found no viruses no issues

Malwarebytes Antiroot X Drivers X Sectors X Systems (With all 3 checked no cleanup necessare)

I just noticed an issue with paypal not loading, similar error.  I can log on to these sites with other devices.  Just not this one - my primary desktop.  I guess more so than "PID" it is sites that contain confidential/finincial information.  I'd like to do a detailed maleware/virus scan with help.  My hardware seems functional.  But, I only have my A+ cert.  So, I am by no means a pro there either.

Reset your modem and router by unplugging from power source, waiting a minute and plugging back in.

 

Scan your computer using Windows Repair (All In One) Download

If you have a problem downloading it, use another computer to download to a flash or CD then transfer to the problem computer.

 

Post the results of the scan back here.

 

EDIT:  You can try running Firefox without any add-ons. Click HELP, choose Restart with Add-Ons Disabled.
