This is an acer aspire one netbook, running windows 7 starter (32 bit)

I had been looking for a solution, so I ran the FSS tool, and am posting the results below:

Well ip helper service starts up manually, but not when windows boots. So on some level, the dependent services have to be working right?

Viruses have the nasty habit of messing up one's system. An excellent tool to put your system on a (more) stable footing is "Windows Repair".

http://www.bleepingcomputer.com/download/windows-repair-all-in-one/

Follow the instructions provided, disable internet & anti virus and run the tool with all boxes ticked. Should take about 30 minutes on a sound system.

Go to the search box and type in services, when services appears in the results right click on it and choose Run as administrator.

I Services scroll down to IP Helper and right click on it and choose Properties.

Under Startup type change it from automatic to Manual.

Under Service status click on Start.
