I have cable net of this local isp , so they have a daily limit of 3gb per day,  i have had no problems thus far, but it seems he has been capping my usage without me even using the entire limit ..so how can i be sure because over the past few days my downloading has been bare minimum nothing over 1gb , is their any kind of software to detect my usage per day? because i think he might be purposely capping me specifically

Since I don't know who your ISP might be, I can't be specific.  However I use Comcast, and they have a way to tell you at their web site.  YMMV.

Everyone with a computer should back his system up to an external hard drive regularly.

Might want to give NetWorx a try.
