Video/Sound lag in fullscreen

I just reinstalled Windows 7 and videos lag when I watch them in fullscreen with the cursor on the video.  If I move the cursor to the side the video plays fine.  Additionally, when I am out of fullscreen they play fine unless there is a windows notification popup that overlaps.  The lag is both audio and video.  Also all games are unplayable due to constant 5 - 10 fps.  I believe this problem has something to do with the video driver.  I have tried multiple versions of the driver, but none seem to fix the lag.  I have had this problem before when I reinstalled windows, but I always fixed it somehow through drivers.
