Is there a way to recover lost or accidently deleted photos on a computer? How do you do it and what program do you use?

Firstly, do not write to the computer. The more you write data to it the less chance you have to recover the data. The best way is to attach the drive to another computer and use PhotoRec to recover the data to another hard drive. You can download the Windows version and unzip to the desktop. Then run PhotoRec. The files will have generic names but the extensions will be correct. You would need to rename any files. If you only want to recover Photos, you can mark only image files befor doing the scan.I would use version 6.14

Another software you could use is Recuva. It's free also. Just press the download button. The Buy Now button is for the Pro Version.

If you do not have the option to attach the drive to another computer, you would have to create a bootable USB key of PhotoRec using a linux distro.
