I feel pretty stupid, but I got a phone call from what was projected as my internet service provider, stating that my computer had been hacked and was causing gateway issues.
They read out my Windows license key to prove that access and that they would assist in removal, else termination of my account.

They all say on, though, except network access protections services says off,
I am running MS Defender, I have always had Windows Update On, and I have Malabytes (basic), which did find 2 x uTorrent PUPs. I can access Defender by running defender, and it seems to be working. I started the Network Access Protection Service as well and set to automatic.
I looked in services and noticed that some services were stopped, like:
What are my next steps?
