Whenever I try to launch most programs I get a popup that says:

"C:\Program Files\Settings Manager\systemk\sysapcrt.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support."

I was told doing a system restore would stop this, however I tried this and during the system restore my computer blue-screened.

Soooo any advice would be greatly appreciated.

I would suggest a system restore also, but from an install disk in the repair menu... That will avoid the BSOD.
