Hello and Welcome,

I would first do a disk diagnostic using Seatools for DOS. If the drive is sata, you will have to chage from AHCI to IDE mode in the BIOS before Seagate tools for DOS can detect the drive. Burn the iso and run a scan on the drive. If everything is okay, download the bootable version of Partition Wizard, burn the iso then wipe the drive using quick zero fill and then repartition and format.

Edit: If this is an OEM computer and has a recovery partition, you may be able to take it back to a factory state. What is the make and model of the computer. You should see a Recovery Partition in Disk Management.

It may be an issue with the CD drive. If the computer has the ability to boot USB, download Rufus and use it to create a bootable USB. Select iso image in the dropdown box and then click the folder next to it. Browse to the iso file.

Edit: you will have to select USB as first boot device in BIOS if available.

Edit Edit: The bootable version of Partition Wizard is free.
