Very Slow Internet only on wired connection

I'm helping a friend troubleshoot a slow connection and we can't seem to figure out what the problem is only his wired pc has the issue wireless devices don't have any problem.

Things we tried 

 

 

Running:

netsh winsock reset catalog
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log

Setting the connection to 10mb full duplex, a different port on the router,  plugging the pc directly into the modem.

Do other PCs directly wired to the router have the same issue? What kind of router is it?

He said they're all having issues including wireless pcs now and hes going to call his isp, and to nevermind.
