I cannot click on internet options in control panel

 Since online vault downloaded on my computer I cannot remove it. I went into control panel to choose internet options but it will not open. Now it even doesn't show up in control panel only an icon with the globe and two check marks. What can I do?

Online Vault appears to be an application you installed.
