I am having the same issue

 

I'm on a Toshiba Qosmio running windows 8.1. The other day, I opened up chrome to see a message telling me it was unable to connect to the proxy server. Nothing else on my computer could connect to the internet. I tried changing the proxy settings to not use a proxy, because I never told it to use one in the first place. Every time I change a setting, it changes itself right back when I close PC settings.

 

The address is:

http=127.0.0.1:8877;https=127.0.0.1:8877

 

Any help?
