Major loss of internet bandwidth

I recently noticed a dramatic drop in my internet speed, so I ran Norton Anti-Virus, Malware Bytes and anything else I could get my hands on. They all found nothing major so I assumed it was a problem with my wi-fi card. So I plugged into an old laptop connected to the same network using my netgear wireless card, it reported speeds of 16 mbps. I then ran this test on the computer I am having problems with on the same network in the same location in my house as the old laptop and got speeds of 1.14 mbps. Considering the computer is a year old and is in much better shape than my 8 year old laptop that was quite odd. What should I do how can I resolve this?
