all four of my USB ports have an issue with devices attached to them randomly disconnecting if someone touches the USB cables leading up to the four ports. it doesn't matter what cable or what device, if someone touches a cable, that device disconnects momentarily but returns after about 30 seconds. even brand new cables and devices have the same problem. I was wondering if anybody can get to the bottom of this?

After a lot of use the connectors inside the ports can get wear loose and cause this to happen unfortunately, I've seen it first hand myself.  If you have a desktop, you could buy an expansion card to add new ports.  If it's a laptop, you might just have to take it in for repairs.

Good luck.

Everyone with a computer should back his system up to an external hard drive regularly.
