Second site I've ran across in the past few days that I haven't been able to access. DownForEveryoneOrJustMe says its up, but I cannot get in. Javascript is allowed too.

Don't know what to tell you in this case.  Both of your links work for me, page loads fine.  When you land on the page the url shows as:
https://cloudconvert.org/.

See if this works:
http://5.135.203.39

where's that link go to? is that a proxy or something?

I got on another computer, i can't get any access there either  :(

Could my ISP be blocking it? I disabled antivirus and antimalware, still nothing.

It goes to "cloudconvert.org", "5.135.203.39" is the actual ip address for the site.  The server is located in France.  And no, it's not a proxy.

My first thoughts are, if you can access the site using the ip address link, then there is dns resolver issue in the mix somewhere.  If you can't access the site using the ip address then you're probably being blocked.

You can try a proxy and see if it makes a difference.

Try entering the "http://cloudconvert.org" url here:
http://ztunnel.org/
which is a proxy service.

It will probably be a little slower than normal because it is a proxy.

Edit:

Please re-enable your security immediately.

Thanks for your help, i tried entering at the IP address you gave but received the same error message above. If my ISP has blocked them, why? Is it because they may be involved in the facilitation of piracy or something? That's really the only thing i can think of.

It's okay though.. I actually found a program called Handbrake to convert things instead, really great program.  :)

It's possible your ISP is blocking cloudconvert.  You would have to contact your ISP and ask them if they are, and if so, why.  I don't see anything nefarious with the site.

While not likely, but not un-heard-of either, it's possible that your ip address is what's being blocked.  It may have been lumped in with a group/block of black-listed ip addresses some place along the line.

Just for kicks, try a different browser.

Yep, I prefer having applications installed rather than relying on the "cloud".  The problem you just experienced is one of the reasons why.
