60 Sec Reboot Problem

I am getting '60 sec Shutdown.' WHat it does is a little dialog box comes up and tells me to close and/or save all unsaved data or data will be lost becasue windows will be shutting down. It says that some how the file called 'services.exe' is being blocked, is it is needed for the CPU to reboot. ANY problems?
