Admin Password Virus

I was downloading some software from the internet and i must of got the wrong link because i downloaded a virus. Upon installing this official looking program it removed my admin rights, disallowed me to open cmd even in safe mode. Now upon booting my computer i can only see a black screen that say "This Computer is Locked" and then a space beneath for the admin to put in a password with two buttons, unlock and get password. The Get Password button links me to a website where it asks me to complete a large amount of surveys.
