Replaced Hard Drive How Do I Install Windows?

I bought a toshiba satellite pro 420GDT.the unit came with no software or hard drive.
i purchased a reman hard drive and installed it.the BIOS recognizes the hard drive.
when turned on it goes thru a memory test,then shows the following..insert system disk in drive ...press any key when ready. the hard drive supplier said it had a command prompt installed.
the unit came with a CD rom as opposed to a floopy drive.

my question is how do i get to the point of installing the windows 98 OS that i have. thank you for any help you can provide...smoke and flames the beginner computer repairer
