I am putting together a small PC and would like to know the best CPU cooler I can fit inside the ITX case?

Which case and which CPU?  If the case is from a known manufacturer the specification may specify a maximum allowable height for the CPU cooler.

Sorry, yeah.

  I have a Lian Li Mini-Q PC-Q07 case and a  AMD Athlon X4 760K processor. :)

According to the spec that will take up to a 70mm tall cooler, which means you'll want something low profile, no tower coolers.  Something like the Zalman CNPS 8900 Quiet is a good cooler, and is within the height restriction.  But I would suggest carefully checking the measurements to make sure it won't interfere with any motherboard components as it is quite a wide cooler.

Some other possibilities are Noctua NH-L12 fitted with only the bottom fan (it's too tall if the top one is fitted as well).  The Scythe Big Shuriken 2 is another possibility.  A few I've mentioned are reviewed in this test here.
