Any more information you can give? Is it coming up immediately when you open a web browser?

It comes up many times throughout the day. Sometimes 5 or more in a row.

Sometimes my mouse gets funky as well. It kind of jumps all over the screen.
I am also getting many emails throughout each day that are from Mail Administrator saying something about email not sent.. When I opened it there aee email addresses i have never seen or sent to, etc and/the attachments say something about a USPS package delivery not made.

That USPS package email is most likely a Cryptolocker so do not click on anything inside the email. Are you using a router to access the internet? There's many fake flash player update screens that actually attach to the router. Resetting the router(unplugging for about 10-15 seconds then plugging it back in) usually does the trick. Have you run any sort of virus scan on the computer?
