Windows 7 64 Boot Loop System Repair Not Working

First off long time visitor to this great forum have learned so much over the years THANK YOU for all you do. I was asked to look at a laptop for a friend that is stuck in a boot loop? I tried system repair , last known good configuration, running Kapersky rescue disk, Malwarebytes with no luck. Figured I'd try the experts before telling him to just re-install.. Can anyone please help?
