I got an hp laptop about 5-6 years old and when starting it up this last time I get nothing but a blinking _ at the top left corner of the screen. The bios screen doesn't even come up and I left it on for about 30 min hopeing something would happen.

What version of Windows, please?

Blinking cursor in upper left corner is normally an indication of damaged boot files, IMO.

Win 7 but the thing is the bios doesn't even show up and when I put in my ubuntu live cd it does the same thing and won't boot up the cd either. But then again I can't remember if I put it back to not boot from cd first from a couple years ago when I had to restore windows on it.

Try removing laptop battery and press down power button for 20 seconds. Put back everything then check the difference.
