Possible malware forcing computer to use proxy

I'm on a Toshiba Qosmio running windows 8.1. The other day, I opened up chrome to see a message telling me it was unable to connect to the proxy server. Nothing else on my computer could connect to the internet. I tried changing the proxy settings to not use a proxy, because I never told it to use one in the first place. Every time I change a setting, it changes itself right back when I close PC settings.

I've tried scanning with malwarebytes but nothing has changed.
