DOJ Ransomware on XP - Cannot boot to safe mode

Looking for a little help here as I am at my wits end!

 

I have a Computer with XP on it... it has the Dept of Justice Virus. 

 

I have removed this virus from other machines in the past, but this one is special!... its not going away!

I cannot boot to safe mode or any mode but regular windows... when I boot to safe mode it resets at avgidshx.sys... well until I renamed that , now it reboots at mup.sys.

 

Here is what I have done. 

Step 1 - Kaspersky Rescue Disk

ran it, found itmes, removed them, still there on reboot.

Step 2 - HitMan Pro Kickstart - found stuff, removed, the computer never completed the reboot.  Cold booted and still there

Hitman no longer shows any issues.

Step 3 - MSE Offline scanner.  found a couple items and rebooted, still have the ransomware.

 

I am currently running avg rescue disk.

 

any help would be appreciated.
