Computer isn't running as well as it should

Hello!  I recently upgraded my PC with a few new parts such as a graphics card, RAM, and a CPU.  I noticed however that I'm not getting good FPS on my games and it is not running as efficient as I thought it would.  I posted my specs below and I am hoping somebody will have an answer to my problem.  Thank you!

What were the previous CPU and Videocard?

Also the games you play?

The present videocard is not clear.

Pentium dual core and hd 5750. I got a new motherboard as well. And games such as WoW diablo and LoL.

Pentium dual core means many things.Write exact model.For these games two cores are enough.Also one i3 Hasswell is better than first bulldozer 6100.The cores are more powerful.You had 5750 and if you bought 7730 is understandable situation.If two cores are needed the others four cores are in rest.

Pentium E2200, and I upgraded from a 5750 to a diamond radeon hd 7790.  Also, I've updated to the latest driver before and got the same results as the driver that the card came with so I don't believe that the driver is the problem.  Thank you for the help once more!

Well I would run on much lower settings with the other PC and receive decent FPS good enough to play, I just feel that my machine right now should be running 60 fps on the games that I am playing on high settings, not 30-40 with some jumps.

The measurement was done with FRAPS or?If you use this it is heavy.

Yea it was done with FRAPS, I'm not sure the exact fps on my old setup but the ones I sent above are the exact amount on my new setup

I think also that there must be a difference.Something slows down in Windows,processes...
