Sorry but no.  The cheapest it's ever been was forty bucks for the upgrade version when Win8 was first released.

There are free downloads, but you need a product key to install.  Product Key Upgrade

You are not going to find a free copy of Windows 8 as a upgrade or otherwise.  It will cost you either for the upgrade, a installation disc, or a product key for the download.

 

Before you get locked into upgrading you should first run a compatibility test from the Windows Compatibility Center to be sure your computer can even run Windows 8.
