Computer Won't Launch Programs For Some Reason.

My dad has a toshiba satellite pro laptop and he's got a strange problem with it. When he restarts his computer he gets 1 of 2 things happening. About 20% of the time he gets a bunch of messages (one says that his virus protection is not enabled, another says something about a license) when he signs on and after he cancels out of those messages then everything works fine. The other 80% of the time he does NOT get those messages and when he clicks on any program (like IE) then he gets an hour glass and nothng loads.

Any idea why this would be the case? How would we fix that?

Have you installed any new hardware/software recently?
Have you updated, and run your antivirus?
Have you done any online virus scans?
Have you run any Spyware/Malware programs?
What Spyware/Malware programs do you use?
Were there any error messages?
What was the exact error message?

Is there a current anti-virus program running on the computer and is it updated?

No, unfortunately, there is no anti-virus running on his computer. So, I'm assuming that is the first step? One question though, how can I install antivirus when I'm not able to open programs? My dad has not been online, he's just used it offline.
