Where Can I get a replacement file for Windows Installer for XP Pro SP3?

Mine is either corrupted or missing.    I was unable to uninstall the Microsoft Security Essentials..(Had to use a batch file from the Knowledge Base) .and then am unable to install a new virus scanner because I am getting an error that the program cannot access the Windows Installer "possibly it is not configured correctly"   The folder Config MSI is empty.

This is the Onsite link from Bleeping Computer. Please download your new Antivirus program to your desktop first > Next Uninstall M.S.E. > Next install your new Antivirus -

M.S.E. is now a problem with XP Systems, so please try another Antivirus program now.

 

As usual, watch for any extra offered Add-Ons or included programs with your new download, and do not accept them.
