Have you done a trace route to find out where your slowdown is? Who told you that about heartbleed and what was their information based on?

This is what heartbleed is: http://www.bleepingcomputer.com/forums/t/530414/critical-flaw-in-openssl/ Follow the link.

What OS are you using? XP, Windows 7, Other?

Traceroute is a command prompt command.

Here is how to use traceroute in windows XP.

http://support.microsoft.com/kb/314868

This is how to copy and paste the results from the command prompt window.

Go here for instructions: How to do a traceroute in windows XP

The domains you will enter are ones you're having issues with.

Example will be: "tracert google.com" Of course do not use the quotes. Also substitute google with the sites you have trouble with.

I don't see much of a problem with your Bleeping Computer traceroute. But your Yahoo one on hops 8,9 and 10 are pretty bad. This tells me more that you have general network issues not any thing specific you can do on your computer. Since you say that you've run multiple malware scans and come up clean and the traceroutes are in the triple digit and timeout ranges on the Yahoo scan. It's time to show these to your ISP.
