Configuration Data Corrupt Message on Welcome Screen

When I start up my computer, I get a message at the log in screen that reads:

 The Configuration data for this product is corrupt. Contact your support personnel. Then it won't allow me to do anything from there.

I don't know much about computers but I have tried to manually repair the boot configuration data but that didn't work. Could anyone please help me with this!! Thanks

Can you boot into Safe Mode?

 

What is the make and model of this computer?

No, I can't boot in Safe Mode, same message comes up.

It is a Acer with a AMD Athlon 64 processor, it is seven years old desktop.
