Turns out the problem I had all happened after I installed a new firewall alongside with Windows Firewall and the Avast Firewall. I had Zonealarm (installed a day before) and Avast running at the same time. I uninstalled both software and re installed Avast alone. (Bye-bye zonealarm) ----> SSL error gone

Explorer couldn't open in normal start-up and safe mode due to my installation of a third party windows theme.

After booting in safe mode with command prompt with"sfc.exe/scannow" It repaired corrupted files.

After rebooting. I can now use explorer.

After re installing Avast, it doesn't  give me any weird pop-ups.

A series of mistakes stacked to make things look weird. Computer work fine now.
