adapt win 98SE programs to win 7?

I need to run quantum, q edit, and norton commander in 132 character mode using an lcd monitor...Q edit is the most challenging...

 

Any ideas?

Use Windows Compatiablity mode.  If that does not work, use a VM like VMware and set the OS as Windows 98 or whatever system you like

Windows98Se cannot upgrade to Windws7.
