How information for adverts is collected

Again I hope this is the correct subforum.

 

I'm curious about something and will try and make it as clear as possible.

 

I have seen targeted adverts appear on a forum even though neither hubby nor myself have searched the subject via Google but only once on a second forum/site which is totally unrelated to the first forum; my concern is how this information is being collected by or sent to the first site in question, is this what is known as Spyware or is it simply that Google will/does permit all terms searched within any site to be accessed by all other sites?

 

 

For example, if I were on this forum and typing about Ford Anglia's, should that information automatically be accessible to another forum in the form of a pop-up advert or is the forum in which the advert appears to be questioned with regard to its practices and how it is collecting such information?

 

 

Also, whilst on the subject of adverts, does a site owner have the right to decline certain adverts if they so choose? I think I know the answer to this but would like to know from people that will be better able to answer the question with some degree of insight in to the workings of the internet.
