Office 2007 help files unreadable

Unreadable Help files Office Pro 2007
All help files for the different programs in Office 2007 open in an unreadable manner as shown below with the message "This webpage might not be displayed properly.The content of the webpage does not match the type specified by the server. Click here for options":

The options are 1. "Show restricted content" which results in a File Download dialog box with a small Hxxxxxxxx.htm ("from office.microsoft.com") to Open or Save or Cancel where Open renders the proper Help File for a specific page, Save renders a Help File in a Notebook kind of fashion which is not very helpful.

2. "What is the risk" redirects you to a Windows Help and Support page stating Topic not found and recommends to try "http://www.microsoft.com" which of course is of no use.

3. "Notification bar help" with the same outcome as "What is the risk".

The situation is the same whether you are connected to the internet or not.

I tried some suggestions found on the internet without success.
I am using Vista HP 32.

I even tried uninstalling Office and re-installing it again with all updates but still no luck.
