Help me remove Ice Cybercrime Virus without SafeMode

I have contracted the Ice Cybercrime Virus on a Windows 7 Home Premium. I can't start the computer in any safe mode. When I try to boot in safe mode it gets to the Windows Start Up Screen then immediately initiates shut down.
 
Please help!!
