Windows Defender Virus mpsvc.dll

Hello! I've seen this problem on other forums and tried to work things out myself, but no luck. I'm not totally computer literate so thanks for the patience! 

 

Problems began when I received a black screen during start-up requesting a C: drive scan, after running the scan it indicated there were errors on the drive and that I should use a boot disk to recover the damaged area on the drive.

 

Windows booted up normally  after that. Opened Windows and tried to open a document file and it would not open. A few days lapsed and I tried to download something online and the download failed "virus scan failed". At this point I ran Norton 360 and it would not open. I ran the Norton Power Eraser and it indicated a problem with the mpsvc.dll file which I traced back to my Windows Defender folder.

 

I've seen this issue on other forums and tried some fixes with my limited knowledge and the issue remains. Any help would be appreciated. Thanks!
